PARLIAMENT CAN ALWAYS BRING BACK PASSED LAWS FOR AMENDMENT – SPEAKER
The Rt Hon Speaker of Parliament Mr Alban Sumana Kingsford Bagbin has clearly stated that, Bills passed by Parliament could always be brought back to the plenary for amendments even after being read for the third time and passed before finally it is sent to the President.
He explained that, the standing orders of Parliament allows such processes to happen in order to accord the House the opportunity to correct, include or delete any errors made before a particular Bill passed is finally transmitted to the President to assent .
Mr Speaker further added that, there has been several comments on his directives on the newly passed ANTI-GAY Bill, he ( Mr Speaker ) believe that, people are not clear or familiar with the Parliament Standing orders that is the reason for making those comments but the laws permits that and therefore there is no problem for bringing the passed LGBTQI+ Bill back to the House for further amendments.
Mr Bagbin further used the opportunity to advise the Judiciary to consider electing its own leadership through to the position of Chief Justice instead of allowing the President to appoint someone to head the Judiciary.
Finally he urged the leadership of the supreme Court to uphold its dignity as the highest Court of the Land should not allow certain normal cases which could be handled in other courts to do so in order not to devalue the standard of Supreme Court.
Mr Speaker made these comments today in Parliament when a planning committee of 150yrs anniversary of the Supreme Court led by Justice Agyei Primpong paid a courtesy call in the Speaker for a special invitation to the event.
