Constitution Has a Purpose for Every Ghanaian — Nana Sarfo Ogyaba Slams Parliament Over LGBTQ Bill Delay
Accra, Ghana – Public affairs analyst Nana Sarfo says the 1992 Constitution was deliberately designed with articles and clauses that safeguard the rights of every Ghanaian, and Parliament must respect that framework in handling the Human Sexual Rights and Family Values Bill.
Speaking on UTV he said the prolonged delay of the bill, Sarfo argued that the power was in the hands of our Parliamentarian to pass it rests squarely with Parliament.
He said political parties like the NPP and NDC will always come and go, but institutions need clear laws to protect citizens regardless of which party is in power.
“The issue first came up during President John Evans Atta Mills’ administration and has carried through to President John Dramani Mahama’s second coming. Parliament has had enough time to act,” Sarfo noted.
He also clarified the limits of the Speaker’s authority.
Responding to discussions around Alban Sumana Kingsford Bagbin, Sarfo said the Constitution does not give the Speaker powers to reverse or unilaterally pass bills. “There’s no clause in the 1992 Constitution that allows that. It takes consensus in Parliament,” he stated.
Sarfo’s comments come as public debate continues on balancing constitutional rights, cultural values, and legislative duty in Ghana.
