Speaker Bagbin Nullifies Anti-Gay Bill Passage Over Procedural Breaches.
The Rt. Hon. Speaker of Parliament, Alban Sumana Kingsford Bagbin, has invalidated the passage of the Human Sexual Rights and Family Values Bill, 2025, citing violations of Parliament’s Standing Orders during its final approval.
Delivering a statement on the floor today, Bagbin said the bill’s approval last Friday, May 29, 2026, failed to comply with Standing Orders 170, 171 and 172.
He ruled the process defective and said the bill cannot stand in its current form.
Bagbin acknowledged the bill’s broad public and bipartisan support. But he stressed that legislation of national importance must follow strict procedure.
He has called on both sides of the House to revisit the bill and correct the procedural irregularities before it can proceed.
The ruling pauses the bill’s path to becoming law. It returns the controversial legislation to Parliament for review, with the Speaker demanding full compliance with legislative rules.
