Double Track System: A Strategic Lifeline for Education in Ghana’s FSHS Policy.

 

The introductions of the double track system in Ghana’s Free Senior High School (FSHS) policy was a strategic intervention aimed at ensuring no child was left behind, particularly the vulnerable and poor.

This was revealed by Hon. Dr. Osei Yaw Adutwum, former Minister for Education and Member of Parliament for Bosomtwe Constituency.

 

The double track system was introduced in response to a significant increase in enrollment numbers after the implementation of the FSHS policy.

With existing infrastructure unable to accommodate the growing student population, the government resorted to the double track system, allowing schools to operate in two streams—Green and Gold.

Dr. Adutwum drew inspiration from California’s year-round academic calendar.

 

He presented the concept to the then Minister for Education, Hon. Dr. Matthew Opoku Prempeh, who welcomed the idea.

 

The President also endorsed it, recognizing its potential to increase access to education for all, especially the underprivileged.

 

Despite criticisms from the then opposition party, the National Democratic Congress (NDC), Dr. Adutwum insisted that the policy was effective and necessary.

 

The current government has acknowledged the system’s benefits, and Dr. Adutwum believes it should be continued.

Dr. Adutwum emphasized the importance of empowering STEM education, which he believes is a game-changer in the world’s education system.

 

He noted that the STEM initiative started under his leadership should not be abandoned, as it holds the key to transforming Ghana’s educational landscape.

 

Dr. Adutwum has recently confirmed his intention to contest for the New Patriotic Party (NPP) flagbearership, citing his track record and goodwill among Ghanaians.

 

His announcement has been well-received by the public, who believe his reforms in the education sector have positively impacted many lives.
