Ghana’s Finance Minister Calls for PPP Reform
The Minister for Finance, Dr. Cassiel Ato Forson, has emphasized the need to reform the way Public-Private Partnerships (PPPs) are designed and executed in Ghana.
He stressed that true PPPs must involve real risk-sharing between government and the private sector.
– The era of government-dominated projects being labeled as PPPs must end.
– PPPs should involve genuine collaboration and risk-sharing between government and the private sector.
– The current approach to PPPs in Ghana does not reflect the true spirit of partnership.
Dr. Forson was inaugurated as Chair of a 13-member Public-Private Partnership Working Committee, tasked with deepening collaboration between government and the private sector to fund critical infrastructure and development projects.
The committee’s objectives include:
– Streamlining Ghana’s PPP framework to ensure sustainability, transparency, and value for money.
– Providing technical guidance and oversight to ensure PPPs are properly structured and aligned with Ghana’s development goals.
The committee comprises representatives from various government agencies, private sector organizations, and professional bodies, including:
1. Dr. Cassiel Ato Forson, MP – Minister for Finance (Chairperson)
2. Dr. Dominic Akuritinga Ayine, MP – Attorney General and Minister for Justice
3. Hon. Elizabeth Ofosu-Adjare, MP – Minister for Trade, Agribusiness and Industry
…and 10 other members from relevant institutions.
The committee’s work is expected to enhance private sector engagement and contribute to meeting Ghana’s development needs, particularly in the context of limited fiscal space.
By reforming the PPP framework, Ghana can unlock new opportunities for infrastructure development and economic growth.
